THE MAYOR LOOSENED  COVID-19 RESTRICTIONS TODAY, URGING RETURN OF ORGANIZED SPORTS AND SPECTATORS. Mayor Mitch Roth signed the Mayor's COVID-19 First Amended Emergency Rule No. 18, expanding gathering limits on Hawaiʻi Island. The county statement 
says the change is "in response to the stabilization of COVID-19 cases and easing pressures on hospitals
islandwide."

    The amended emergency rule allows for outdoor gatherings of up to a capacity of 25 (up from 10) for the general public and 50 (up from 25) for organized recreational activities at county facilities. Indoor gatherings remain limited to 10 persons. In addition, the use of all county pavilions is granted pending proper permits for use.
    "The use of tents and canopies at all county parks and beaches is also acceptable once again," says the county statement. An additional mechanism for gatherings beyond the specified limits pending adequate COVID-19 mitigation measures remains in place and can be used by any business or entity wishing to host more significant events. Special event requests are vetted and approved or denied by the County of Hawaiʻi Civil Defense Administration and the Office of the Mayor.               

     "Because of the diligent work of everyone throughout our communities to slow the spread and keep our numbers down, we can now safely welcome our keiki and their families back to our fields and open-air gymnasiums once again," said Roth. "We're encouraging every team and league on the island to work with us so that we can not only allow for practice and games but also for spectators so that our keiki can have the support systems they need for their success. That said, we'd like to mahalo the parents, fans, coaches, and especially the keiki for their patience and understanding as we continue to battle this pandemic together."
    The statement says, "County of Hawaiʻi would like to encourage all organized recreational programs to apply for special events permits to allow for spectators. Representatives from the Department of Parks & Recreation are available and willing to assist teams and organizations in the COVID-19 mitigation planning process to ensure the health and safety of all athletes and spectators." HUBS TO HELP WITH MENTAL HEALTH AND SUBSTANCE ABUSE will be developed in Kaʻū, Hāmākua and Kohala, with assistance from a grant announced yesterday by Hawaiian Electric. It goes Big Island Substance Abuse Council to support rural wellness hubs for individuals to drop in and receive case management and telehealth services.

HAWAI'I FIRST ROBOTICS will hold the annual FIRST Lego League State Championship, Hawaiʻi Island District Tournament and Maui District Tournament, key events that inspire students ages 6-18 in the areas of science, technology, engineering and math. Hawaiian Electric announced a grant for the project on Thursday.

HAWAIIAN ISLANDS LAND TRUST is receiving a Hawaiian Electric grant to help continue statewide efforts to protect and steward land as well as connect and educate communities through outreach programs. 

HAWAI'I LITERACY WILL PILOT A DIGITAL LITERACY INITIATIVE to equip low-literacy and low-income adults in public housing with foundational computer skills training, internet access and the digital tools and resources that can open new opportunities. 

KUPU, THE YOUTH ORIENTED ENVIRONMENTAL STEWARDSHIP NONPROFIT, has received a Hawaiian Electric grant to fund a program to advance clean energy public outreach, education and services within rural, vulnerable, low-to-moderate income and ALICE® (Asset Limited, Income Constrained, Employed) communities.

TEACH FOR AMERICA HAWAI'I has received a grant from Hawai'i Electric to be used toward developing local leaders, increasing support for teachers interested in pursuing school leadership roles and cultivating alumni to engage in systems change through policy, advocacy or within entrepreneurial spaces. 

WEST HAWAI'I MEDIATION CENTER will use a Hawai'i Electric grant to help fund its community mediation program that provides mediation and conflict resolution outreach to economically disadvantaged residents in West Hawaiʻi to improve access to legal justice.

VOLCANO VILLAGE ARTIST HUI is gearing up for its annual Studio Tour during Thanksgiving weekend in November. The modified Studio Tour will include a number of artists at three studio sites open on Friday, Saturday and Sunday, Nov. 26 - 28 from 10 a.m. to 4 p.m.

    Pam Barton and Zeke Israel have opted not to participate this year. A statement from Volcano Village Artists Hui says that "All Hui members continue to make art and look forward to the time when our annual studio tour and sale can continue as it was before the pandemic, hopefully in 2022!"
    Check the Hui website in November for up to date information and maps, as changes are possible up to the last minute due to the ongoing public health issues. Covid protocols with be observed at all open studios, including masking, hand sanitizing and social distancing.
