A WELCOME CENTER AT PUNALU'U across from the condominiums is one of the projects before county Planning Director Zendo Kern who has the discretion to approve or turn down its Special Management Area minor permit application. Minor permit consideration of projects in Special Management Areas along the coast is allowed when the projects cost less than $500,000.
The application includes the Welcome Center, an Open Market near Punalu'u Black Sand Beach and cleanup of abandoned building areas at the old golf course clubhouse and Black Sand restaurant and museum site.
The proposal from Black Sand Beach, LLC says, "the concept for the Welcome Center is to establish a focal point within the project site for both residents of and visitors to Punaluʻu where the history and culture of the area can be shared while also providing for recreational and entertainment opportunities."

The Welcome Center on approximately nine acres would contain the following components:

Repairing, repaving and fencing the two existing tennis courts.
A new open amphitheater created on the site of the two remaining tennis courts, with grass seating and movie screen.
A new 25’ x 50’ swimming pool.
Fifty-four tent platforms for camping in open grassed areas, along with meeting tents, BBQ area, temporary kitchen and dining tents.

THE PRACTICE OF GUT & REPLACE WAS BANNED BY THE HAWAI'I SUPREME COURT on Thursday, which ruled in favor of plaintiffs Common Cause and The League of Women Voters. Gut & Replace is used in the Hawai'i legislature to strip a bill of its contents after it it has been introduced and replace it with language for a different purpose, without allowing sufficient interaction to with the public to draw testimony. Justices Sabrina McKenna, Paula Nakayama and Michael Wilson ruled in favor of Common Cause and The League of Women Voters. Chief Justice Mark Recktenwald and Circuit Court Judge Shirley Kawamura, sitting in for Justice Richard Pollack ruled against the plaintiffs.
The plaintiffs gave an example of a measure introduced to the 2018 Legislature that began as a bill requiring annual reports on recidivism. It passed the Senate but the House changed it to a bill on hurricane shelters in public school. The ruling invalidates that particular measure and will be used to prevent future Gut & Replace activities at the legislature.
